asked the Minister for Education if he will confirm that the terms of circular letter 3/70 of the technical branch of his Department regarding posts of responsibility permit the appointment to such posts of teachers, who have retired since 31st July, 1968, for a period from 1st August, 1968, up to the date of their retirement.

Persons who are not in the teaching service at the time appointments are being made are ineligible for appointment to posts of responsibility.
The relevant agreement made under the scheme of conciliation for vocational teachers stipulated that all appointments were to be made from a current date but committees to be authorised to make payment from 1st July, 1968, of the appropriate allowance to the persons so appointed.
