asked the Minister for Posts and Telegraphs if he has any proposals for the reform or repeal of staff rules 9 and 10 which prohibit participation in politics for employees of his Department.

Staff claims seeking freedom of political expression and action for members of certain grades employed in my Department are at present being considered under the scheme of conciliation and arbitration for the Civil Service. The question of amending Rules 9 and 10 of the staff rules will be considered in the light of the outcome of those claims.

Is the Minister aware that he told me on the 2nd July of last year that he hoped to have this matter finalised before long? Is this as quickly as the Minister can possibly do this?

I am aware of the assurance which I gave Deputy Bruton and of the personal assurance which I also gave Deputy Tully of my interest in this matter. If Deputy Bruton were aware of what was involved in this, he would understand some of the difficulties which I have. I want to assure the House that not alone am I personally interested in seeing this problem being brought to a finish, but I wish to have it done as quickly as I can.
