asked the Minister for Foreign Affairs whether the Government accepts Recommendation No. 618 on European scientific and technological co-operation which was adopted by the Consultative Assembly of the Council of Europe on 20th January, 1971; and whether they are prepared to sign/ratify the OECD Convention establishing an International Institute for the Management of Technology.

As this recommendation has not yet been considered by the Committee of Ministers of the Council of Europe, to whom it is addressed, it would not be appropriate at this stage to go into detail as regards the Government's attitude to it. As regards paragraph 4 (a) to which the Deputy specifically refers, the question of Ireland's becoming party to the Convention establishing the International Institute for the Management of Technology is under consideration.

asked the Minister for Foreign Affairs whether the Government accepts Recommendation 617 on European space policy which was adopted by the Consultative Assembly of the Council of Europe on 20th January, 1971; and whether they are prepared to comply with the proposals contained in paragraph 9 concerning the right to operate satellite systems in telephony, telegraphy and data transmissions and other matters.

Recommendation 617 has not yet been considered by the Committee of Ministers of the Council of Europe to whom it is addressed, and it would not therefore be appropriate for me to comment in detail on the Government's attitude. However, in response to the Deputy's specific query regarding paragraph 9 (a) of the Recommendations I may say that the Irish representatives at the forthcoming Intelsat negotiations will bear in mind European interests concerning regional application satellite systems in telephony, telegraphy and data transmission and other matters.
