asked the Minister for Agriculture and Fisheries the reason for the long delay in introducing a proper cattle testing and milk recording scheme.

As I informed the Deputy on 25th November, 1970, it has not been possible so far to recruit and train sufficient staff to operate a comprehensive milk recording scheme but I hope to introduce such a scheme before the end of this year.

What are the difficulties?

It is mostly in getting staff.

Why is there a difficulty in getting staff?

Staff is not as easy to find as all that.

Are there not enough qualified staff in the country? Is that the problem?

I imagine this would be one of the reasons.

What steps are being taken in relation to agricultural education to make sure that such staff are available?

There are definite steps in agricultural educational being taken by my Department at the present time——

What are they?

——to increase the output of qualified persons in agriculture.

What specific qualifications are required in this case?

That is a separate question.

They are separate questions.

The questions are related to the reply given by the Minister.
