asked the Minister for Local Government if it is the function of local authorities to arrange for the collection at least once monthly of refuse in containers in centres of population that are not covered by urban councils or town commissioners.

While it is open to any sanitary authority to make arrangements for the collection of refuse from premises, either for the whole or any part of their district, they are not under a statutory obligation to do so.
