asked the Minister for Transport and Power if he will consider exempting the Youghal area, County Cork, from the scope of the Road Transport Acts.

Under the Road Transport Act, 1933, certain portal areas were exempted from the licensing provisions in relation to carriage of goods for reward. The primary purpose was to facilitate the movement of goods, particularly export/import traffic to and from railheads at a time when internal carriage of merchandise was still mainly by rail.

One of the aims of the Road Transport Act, 1971, which came into effect about three weeks ago, is to secure higher standards of professionalism and efficiency in carriage for reward. It would run contrary to the purposes of the new Act to add Youghal or any other area to the list of exempted areas and I do not propose to do so.
