asked the Minister for Local Government if he will consider the compulsory display of insurance discs rather than taxation discs on cars.

A tax disc is an effective means of indicating that motor tax on a particular vehicle has been paid, and that the vehicle is licensed to use public roads until the expiry date of the tax disc. On the other hand, a motor insurance policy relates to the use of his vehicle by the policy holder, who must be named in the policy, for a period of time not necessarily co-terminous with the period for which his vehicle is taxed. It may also relate to the use of other vehicles by the policy holder and to use of the policy holder's vehicle by persons other than himself. Furthermore, the essential requirements of the law relating to motor insurance are of necessity complex and they could not easily be summarised in a small disc. Having regard to all the circumstances, I do not accept the practicability of the idea put forward by the Deputy.
