asked the Minister for Local Government if he will, with particular reference to County Donegal which has a pattern of small towns and where the present grant regulations discourage planning development within town boundaries, consider introducing legislation to amend the position whereby qualifying persons, other than farmers, who build new homes in towns with a population in excess of 1,000 people are excluded from obtaining the higher rate of grant.

The special rate of grant for persons other than farmers is designed to assist such persons building houses in rural areas. I do not propose to introduce legislation extending the scope of this grant scheme on the lines suggested by the Deputy.
