asked the Minister for Foreign Affairs whether the Government accepts Recommendation No. 626 on the legal aspect of marine pollution, which was adopted by the Consultative Assembly of the Council of Europe on January 21st this year, and whether they will contribute to the preparation within the framework of the Council of Europe of a draft agreement concerning a ban on the discharge of certain pollutants into the sea and the necessary controls as recommended in paragraph 8 (b) (1) of this text.

Recommendation 626 (1971) on the legal aspects of marine pollution was adopted by the Assembly on the 21st January, 1971. It was considered by the Committee of Ministers, meeting at Deputy level, at their meeting in June, 1971.

The Deputies decided to authorise the holding of a three-day meeting of high officials to examine the various problems raised in this recommendation.

The date suggested for the meeting is February, 1972. The attitude of the Government towards the Recommendation will be considered in the light of the views expressed in the report of the meeting in February, 1972.

asked the Minister for Foreign Affairs what action the Government intends to take on Recommendation 609 on drug dependence adopted by the Consultative Assembly of the Council of Europe on September 21st, 1970.

This recommendation of the Consultative Assembly was referred by the Committee of Ministers to the European Public Health Committee for an opinion as to the public health aspects and to the European Committee on Crime Problems for an opinion with regard to its legal aspects.

The European Public Health Committee has made recommendations broadly in line with the concern expressed by the Consultative Assembly. These recommendations will be considered by the Minister for Health.

The European Committee on Crime Problems has not yet given its opinion on the legal aspects of the problem.
