Vol. 257 No. 6

Ceisteanna—Questions. Oral Answers. - Suspension of Vocational Teacher.

67.

andDr. O'Connell asked the Minister for Education why no decision has yet been given on the findings of the inquiry held on 16th and 17th August, 1971, at VEC headquarters, Ballsbridge, Dublin into the suspension of a person (name supplied) from his position as a teacher at Sundrive Road vocational school; what led up to the inquiry; and if he will make a statement explaining the unusual delay in giving the inquiry findings.

This was a complicated inquiry and not one in relation to which in the interests of the person concerned any hasty decision should be arrived at. Every aspect of what is involved is being considered. I hope to have my consideration of the case completed shortly and a decision in regard to it announced.

Would the Minister not agree that as this dispute has been going on for a number of years, during which time a suspension took place and an inquiry was held on the 16th and 17th August, 1971, it is unreasonable to say, on 2nd December, that as this was a complicated case the matter has not been dealt with yet? Will the Minister not agree that it is unfair to the teacher to leave it so long without giving a decision?

I have the report for only three months and, having regard to the circumstances of this case, I do not think it is too long. I want to ensure that I can study every aspect before I make a decision.

I know the Minister is very busy but I am sure he will agree that it should not take the people who were holding the inquiry such a long time to make recommendations. No matter how detailed the report is, I do not think it would take the Minister more than a few hours to consider the matter. Will the Minister at least ensure that the person concerned is paid in full for the time during which the delay occurred?

I can only tell the Deputy that I am giving this matter very careful consideration.

When will a decision be reached?

I have told the Deputy that this was a complicated inquiry.

Surely the Minister is being rather unreasonable in not giving a date?

I will not give a date. All I can say is that I will come to a conclusion on the matter as quickly as possible.

That could take a year.
