asked the Minister for Industry and Commerce if he is aware of the growing domination of the distributive trade by foreign monopolies; and if his Department has any special measures to retain control of the distributive trade in Irish ownership.

A sense of proportion is necessary when considering the matter of foreign control in the distributive sector. The information at present available indicates that the extent of such control is limited. However, I am keeping a close watch on developments so as to be in a position to take action if it appears to be called for. The circumstances calling for action, and international and other constraints on action, have to be taken into account and I would not wish at this stage to say what form the corrective measures are likely to take.

Does the Minister mean there are very few foreign-controlled companies operating in this country?

That is exactly what I am saying.

That is just not true and I think both of us know that. There are a number of very big foreign-controlled companies operating in the distributive trade. The number may not represent 50 per cent of the total number but the amount of goods going through these distributive points represents possibly 60 to 70 per cent.

I would not accept that as being correct.

It is certainly very, very significant.

We have not got up-to-date statistics on this matter.

Could they be got if I put down a question next week?

No. The latest information we have arises from the NIEC Report of January, 1968.

That is four years out of date.

I appreciate that. The proportion attributable to foreignowned concerns was assessed as being only 6 per cent in 1965-66 and again in 1966-67. I know there has been quite a substantial increase and it is something that is engaging my attention at present with a view to seeing whether positive action can be taken.

I am sure the Minister appreciates that the more foreign controlled operators who come in here to the distributive trade the more dangerous it is for the small man who is a native of the country? He will be squeezed out very quickly if this continues at its present rate.

That holds whether the distribution is controlled by the big company internally or externally. Another side issue here is the increased volume of imported articles which are becoming available for distribution. There is the question of the amount of imported articles that foreign-controlled distributors are inclined to push. However, whether it is a foreign-controlled or an Irish-controlled distribution unit, it does not make any difference from the point of view of the squeezing out of the small man.

I think it does but I shall put down a question about it.
