asked the Minister for Foreign Affairs whether he was consulted before Mr. Health sent his most recent message to the Norwegian negotiators on the fisheries dispute; and whether the Irish delegation will settle on their own, despite lack of agreement on the Norwegian application.

The answer to the first part of the question is "no". In regard to the second part, I stated to the Community on 29th November that the agreement on fisheries must be on a Community basis and not a series of separate bilateral agreements.
