asked the Minister for Foreign Affairs if he will draw the attention of the Council of Europe to the state of affairs in Northern Ireland.

asked the Minister for Foreign Affairs whether he has received or has sought from the Secretary General of the Council of Europe a copy of any report made to him by Britain under Article 15 of the Convention for the Protection of Human Rights and Fundamental Freedoms since 1st August last of the measures taken by that State in exercise of the power of derogation from the obligations of that Convention; and, if so, if he will publish the text thereof; and if he will state the date of the last report by Britain under the same Article a copy of which has been furnished to his Department.

asked the Minister for Foreign Affairs if he will bring to the notice of the United Nations and other appropriate bodies with a view to remedial action the conduct of British troops in Northern Ireland in maintaining over long periods, particularly at night-time, harassment and intimidation of civilians residing in segregated areas.

I received a note dated 25th August, 1971, from the Council of Europe concerning a notification by Britain to the council under Article 15 of the Convention for the Protection of Human Rights and Fundamental Freedoms. This note relates to certain derogations by Britain from the obligations of the Human Rights Convention. Copies are available to Deputies in the Library.

I wish to inform the House that an application concerning breaches in the Six Counties by the British Government of the Convention for the Protection of Human Rights and Fundamental Freedoms is being lodged with the Secretary-General of the Council of Europe this afternoon.
