Vol. 259 No. 4

Ceisteanna—Questions. Oral Answers. - Fertiliser Dumping.

45.

asked the Minister for Industry and Commerce when An Coimisiún Dumpála received complaints about the dumping of fertilisers into this country; and when he expects there will be a report and recommendations from An Coimisiún.

Since their establishment An Coimisiún Dumpála have received and considered nine complaints about the dumping of fertiliser. In all but one case An Coimisiún have reported to me and in accordance with their recommendations anti-dumping duties have been imposed and are still in force on calcium ammonium nitrate imported from Portugal and urea imported from Portugal, Romania and Poland. Provisional duties on imports of urea from Holland, Belgium and West Germany imposed while investigations were in progress were terminated on the recommendation of An Coimisiún.

The complaint at present being examined by An Coimisiún relates to a rather limited area where the imports are required specifically for manufacturing processes in this country. While this complaint has been the subject of enquiries by the commission since 5th November, 1971, I understand that the matter is one which raises particularly complex issues. The commission expect, however, to make a report to me in the matter in the next few weeks.

Would the Minister not agree that four months was a long time to spend considering the last complaint?

I agree, but as I stated in the reply the problem is rather a complex one to which there is no easy solution.

Can the Minister say in respect of which fertilisers the present complaint relates?

It does not relate specifically to a fertiliser. It is in relation to a composition that goes into the fertiliser.

It is a compound?

What is the name of the compound?

That is a separate question.

It is not a separate question.

I have not got that information.
