asked the Minister for Finance if, where local farmers find it difficult to organise and contribute towards a local improvement scheme, he will consider carrying out drainage schemes.

The kind of drainage scheme the Deputy appears to have in mind would not be suitable for consideration by the Commissioners of Public Works under the Arterial Drainage Act, 1945. This Act envisages arterial drainage on the basis of a comprehensive scheme for each catchment. The Commissioners have no funds at their disposal out of which the cost of piecemeal drainage works could be met.

Could the Parliamentary Secretary not reactivate the Local Authorities (Works) Act in a case of this kind?
