asked the Minister for Education if there are any funds available in his Department for the endowment of private art galleries or museums which are open to the public; and, if not, why.

There are no funds at the disposal of my Department out of which provision could be made for the endowment of private art galleries or museums which are open to the public. I would not consider it appropriate that public moneys be made available for such a purpose.

Might not this be a much more effective way of making art and other forms of culture available to the ordinary population than the present tax concessions for plutocratic artists to set up here?
