Order of Business.

It is proposed to take business in the following order: Nos. 1 and 18; in 18 Votes Nos. 8 and 48 and No. 4. No. 4 is to be taken in conjunction with Vote No. 48. Questions at 2.30 p.m. and it is proposed to conclude questions this afternoon.

With the approval of the Chair I wish to raise on the Adjournment the subject matter of Question No. 164 on today's Order Paper.

The Chair will communicate with the Deputy.

(Cavan): Can the Taoiseach state when it is proposed to take the Planning Appeals Bill, 1972, standing in my name and in the names of other Deputies?

As I indicated before to the Deputy, the Minister had put forward his own Bill which he intended to amend from its original form. That is still the intention.

(Cavan): For the purpose of clarifying the position, the Bill the Taoiseach has mentioned was put down in 1969. I despaired of it ever being taken and recently I put down a Private Members' Bill in my own name. That is the Bill I am asking the Taoiseach to take now.

Does the Deputy's Bill deal with appeals against planning orders made by local authorities?

That is precisely what the Minister's Bill is concerned with.

(Cavan): The Taoiseach will appreciate that the Minister's Bill has been on the Order Paper since 1969.

I have indicated already that it was put forward by a former Minister. The present Minister has had second thoughts about some of the provisions contained in the original Bill and he proposes to alter these provisions. That is still his intention.

(Cavan): I am ready to go ahead with my Bill. If the Taoiseach is not prepared to take the Government Bill, will he take my Bill?

(Cavan): Can the Taoiseach state when it is proposed to take the Government Bill?

I cannot say at the moment.

(Cavan): It is time the appeals business was straightened out.
