asked the Minister for Agriculture and Fisheries by whom the gross margin of applicants for the new livestock development loans will be determined; and if there will be any appeal against decisions in these cases.

The gross margins used for determining eligibility for loans for breeding stock at reduced interest rates for small and medium size farmers are those currently applicable in the Small Farm (Incentive Bonus) Scheme. These have been determined by my Department after consultation with the advisory services. The gross margin for each particular applicant will be calculated by the local advisory officer. As the margins are conservative the question of an appeal is unlikely to arise.

Am I correct in believing that this scheme is open to people who do not participate in the Small Farm Scheme?

Yes. Determination would be on the same lines.
