asked the Minister for Local Government if he will make it compulsory for manufacturers to fit front and rear lights on all new bicycles.

I share the Deputy's concern about the hazard of unlit bicycles. The law requires cyclists to use front and rear lamps during the hours of darkness and to have rear reflectors fitted. The use of reflective strips by cyclists is recommended in our booklet "Rules of the Road" and in the road safety charts for schools. I do not think that the continuing safety problem would be met by requiring suppliers to fit lamps to new machines. I will continue to consider how best cyclists can be induced for their own safety and for the safety of others to use proper lighting during the hours of darkness.
