asked the Minister for Finance if he will make funds available for the cleaning of the River Burrin from Hanover Bridge, Carlow to the River Barrow.

The Commissioners of Public Works have no funds which they could make available for the work requested.

The Parliamentary Secretary has stated that funds are not available for cleaning the River Burrin from Hanover Bridge, to the mouth of the river. Neither the Carlow Urban Council nor the Carlow County Council seem to know who is responsible for this work. The river is in a deplorable state at the moment. Is the Parliamentary Secretary aware that six weeks ago some of the teenagers in Carlow cleaned the area around the bridge in Burrin Street? Yet the Parliamentary Secretary has told us that funds are not available——

The Deputy may not make a speech. I am calling Question No. 46.

If flooding occurs in Carlow during the coming winter because this river has not been cleaned, will the Parliamentary Secretary take full responsibility——

The Deputy may not continue. I have already called Question No. 46. He is out of order continuing with his remarks.

I think the best thing I can do is to have Frank Hall down to the area to give the matter some publicity.

The Commissioners of Public Works are not empowered under the Arterial Drainage Acts to do this scheme. In 1965 the Department of Local Government told Deputy Pattison that work in this area, including remedial works at the Hanover Bridge area, would involve the raising of the streets at shop levels and that this work might be done under a scheme under the Sanitary Acts.
