asked the Minister for Health the number of applicants for medical cards from residents of Dublin city and county which were refused in the year ended 30th April, 1973.

The number of applications refused was 8,462.

Will the Parliamentary Secretary not agree that while approximately 8,600 in Dublin city are refused medical cards they are providing medical cards for people from outside Dublin and, indeed, from outside the country?

The only reason they were refused was that we were complying with the 1970 Health Act. There is an income limit for those in receipt of medical cards and that was the only reason they were refused.

There is a means test as far as they are concerned but there is no means test for those who are in a position to pay.

There is a means test as far as university students are concerned.
