asked the Minister for Local Government the steps being taken to secure mutual recognition of driving licences in all EEC countries.

A draft directive on the harmonisation of legislation on driving licences has been prepared by the EEC Commission for consideration by member states. The proposed directive provides that national driving licences be replaced by a standard form of licence which would be valid throughout all member states. It also provides for reciprocal recognition of national licences as an interim measure pending implementation of the full proposals. The Commission's proposals have recently been examined by the Economic and Social Committee and member states will have an opportunity in due course of presenting their views.
