asked the Minister for Agriculture and Fisheries if a grant under the farm buildings scheme will be paid to a person (name supplied) in Palmerstown, Dublin 14.

Farm buildings scheme grants for a piggery and for slurry tanks will be paid when the two brothers concerned provide the slurry tanks required for the sizeable piggeries on their small agricultural holding.

is it true that this piggery was built to the conditions laid down and that the new regulations in regard to slurry came as a result of an inspection carried out by the inspector of an old piggery which is on the site for a number of years? Does the Minister not see that this man is entitled to a grant without these extra conditions?

I understand the practice up to the present has been that where new conditions came in during the period of construction they were imposed. I do not personally agree with that and I do not intend to insist upon it in this case. I think the man is entitled to his grant on the conditions laid down when his application was made and accepted. But there is a fairly serious pollution situation here and all I can say is that the Deputy should use his influence with this man to persuade him in the interests of all concerned to provide the extra accommodation for slurry for which he will get a further grant. I can see that if he has not the Department of Agriculture and Fisheries on his back he will have the sanitary authority on his back and that will be a much heavier burden to bear.
