asked the Minister for Foreign Affairs if he will launch a programme of immediate assistance to help alleviate the famine conditions brought about in West African countries by prolonged drought.

Assistance to these countries has already been provided directly through the European Economic Community. Ireland will, of course, pay its appropriate share of the cost of this aid. In response to requests from the countries concerned the Council decided on 14th May to provide emergency aid in the form of 13,000 tonnes of powdered skimmed milk. During the Council meeting an appeal was made for six aircraft to fly supplies urgently to these stricken areas. On my initiative an Aer Lingus aircraft was made available by the Government to fly some of these supplies to Niger, one of the areas most seriously affected. At this meeting the Council also approved the provision by the Community of 48,500 tonnes of cereals to these countries.

The FAO has also planned a programme of assistance in the agricultural sector. However, the types of seed and vaccine required are not available in this country.

I understand that the most immediate remaining requirement relates to inland transport in these countries. Unfortunately we are not able to be of assistance in this sector.
