asked the Minister for Agriculture and Fisheries if he is aware that warble fly certificates have to be given as part of the means test by applicants for medical cards; and if he considers that this practice will have a damaging effect on the warble fly eradication scheme.

I understand that in one regional health board area applicants for medical cards are being asked to produce receipts for moneys paid for warble fly treatment of cattle as evidence of means. As regards the possible effect of this on participation in the warble fly eradication scheme, the position is, of course, that owners of cattle have not got a free choice in the matter as participation in the scheme is legally compulsory. Any herd owner who fails to have his eligible animals dressed leaves himself open to prosecution.

Will the Minister not agree that there is a danger that younger cattle would not be put up for sale so that the cards might be issued? This could have a damaging effect on the warble fly eradication scheme.

I agree with the Deputy in his views on this matter. Quite frankly, I was amazed that any health board should associate this with a means test. I am writing to the health board in question asking them to desist from this practice.

Perhaps the Minister might suggest to the health board that they be treated with the warble fly treatment?
