asked the Minister for Education the progress that has been made on the Guichard Plan, including the freedom of movement for teachers.

The report of the working party set up to examine the "Guichard Plan" has been submitted to COREPER—the EEC Council of Permanent Representatives. The report is still under consideration by COREPER. The next step will be to have it examined by the Council of Ministers. One of the items listed as a possible area of co-operation is the freedom of movement for teachers.

Would the Minister mind telling the House who is Monsieur Guichard?

He was a French Minister for Education who in 1969 put forward plans.

Was he a natural teacher or a national teacher.

Could he sing?

I would be more concerned if he was someone who was at the side of the road.
