asked the Minister for Local Government whether, in view of the proposed oil refinery for Lough Swilly, County Donegal, he will ensure through the local planning authority that the closest scrutiny is accorded the application for planning permission so as to prevent this high amenity area from being despoiled in any significant manner.

Consideration of any application for planning permission is one in the first instance for the planning authority concerned and the matter would not come before me except on appeal being made within the statutory period against a decision of the planning authority.
