Order of Business.

It is proposed to take Business in the following order: Nos. 1, 2, 4 to 24, 25 and 26, in 26 Vote No. 3.

I understand that as the Seanad is meeting next week and there is a time factor involved in the Finance Bill, it will be necessary to get all Stages of it today. It is suggested that Questions should be taken from 2 p.m. to 3 p.m. and again from 6.30 p.m. until 7.30 p.m.

The Business as outlined is satisfactory as far as we are concerned except in regard to the Finance Bill. I understand that there has not been any agreement between the Whips on the question of finishing the Bill today. As far as we are concerned, if this can be done we would be anxious to do so but the Taoiseach will appreciate that because of the nature, length and complexity of the Bill and the Schedules it is not possible for us, I think, to agree at this stage that this would happen. Am I right in thinking that while it would be desirable it is not essential that it be finished today?

Except that if it has to carry over to tomorrow there would be an obvious reduction in the time available for other things, such as the remaining stages of the Allowances to Members Bill and the Adjournment Debate. There is the other factor that it has to be law next week and the Seanad will have to meet. Subject to that, of course, some of the Stages could be taken tomorrow but with those limitations.

I appreciate that and I would suggest that perhaps the Whips might get together later in the day when we see what progress is being made.
