asked the Minister for Justice the appointments made in his Department from 20th March, 1957 to 13th March, 1973 other than through the Civil Service Commission and in respect of each appointment (a) the name of the person (b) the grade (c) the title of the post (d) the qualifications required (e) the salary and any allowances or emoluments attaching to the post and (f) the terms of employment.

The great majority of the appointments to which the question relates were temporary appointments to grades such as those of summons server, messenger and cleaner. Over a 16 year period, such appointments would almost certainly run into hundreds and the Deputy will appreciate that the compilation of the details sought would involve a disproportionate amount of staff time.

asked the Minister for Justice if he will state in respect of persons appointed to his Department otherwise than through the Civil Service Commission during the period 20th March, 1957 to 13th March, 1973 the number who were appointed to permanent positions paid out of public funds between 2nd March, 1973 and 13th March, 1973 and in each case (a) the name of the person (b) the position to which the person was appointed (c) the qualifications required (d) the salary and any other allowance or emoluments attaching to the post and (e) the terms of employment.

One person was so appointed. He was Mr. Thomas P. Owens, who was appointed to the post of county registrar, Cavan, with effect from 12th March, 1973. Mr. Owens had the qualification prescribed by law of having been a practising solicitor of not less than eight years' standing. The salary for the post is £4,877 per annum and, in addition, there is an allowance of £141 per annum for the performance of the duties of district probate registrar. The terms of employment are as laid down in the Court Officers Act, 1926.
