asked the Minister for Local Government if he will consider the introduction of a discharge fee based on the amount of organic matter and suspended solids and other effluents discharged into fresh waters by companies.

The question of charges of this nature was raised in the Report on Water Pollution by the Inter-departmental Working Group on Air and Water Pollution and is being considered in connection with the preparation of proposals for new legislation on control of water pollution.

Will the Minister indicate when we might have legislation?

I would say reasonably early in the next session. A good deal of work has been done on it. It is a very big programme, as Deputy Lemass will understand. It will be introduced as soon as possible.

Will the Minister consider the suggestion in this question?

It is already being considered.
