asked the Minister for Finance if permission was granted for five cars to drive down the East Pier, Dún Laoghaire, for the purpose of making an advertisement; if so, when it was granted; and the time of day the cars were brought down the pier.

Mr. Kenny

Permission was granted on the 29th November, 1973, for the admission of five cars to the East Pier at Dún Laoghaire Harbour for the purpose of having them photographed. The cars were admitted to the pier around midday on 1st December, 1973.

I think this was a bad precedent. Is the Parliamentary Secretary satisfied that there was no danger to the people who use that pier daily for their "constitutionals"?

On this occasion there was no interference with the ordinary use of the pier and no complaints have been received on this score. The Office of Public Works were quite satisfied that there was no danger at all to anybody, pedestrians or others, on the pier.

This is a new development. I do not think it has happened before.

I want to clear that. The bye-laws authorised the harbour master to accede to a request to photograph the five cars on the east pier. Such requests are received from time to time. The operation took from 11.45 until 2 o'clock on 1st December, 1973. Normally cars are barred from the east pier. On this occasion there was no interference with the ordinary use of the pier and no complaints have been received on this score.
