The report of the Public Services Organisation Review Group covered three main areas—the management of the public service, the structure of the public service, and the distribution of functions between Departments. Following the enactment of the Ministers and Secretaries (Amendment) Act, 1973, and the establishment of the Department of the Public Service, the Government are proceeding with the implementation of the major recommendations on the management of the public service. A decision on the structural recommendations will be taken after consideration of the experiments on the separation of policy and execution now beginning in the Department of Health and being planned in the Departments of Industry and Commerce, Transport and Power and Local Government. The recommendations on the distribution of functions between Departments are still under consideration.
As the Deputy is aware, the report contained 130 main recommendations and numerous minor recommendations and suggestions. All these are being taken into account in the continuing review of the public service.
