asked the Minister for Local Government whether he will direct county councils to issue certificates of exemption from planning permission requirements, for Department of Agriculture and Fisheries grant purposes, in the case of pig fattening stations or large sow units.

The Local Government (Planning and Development) Act, 1963, and the regulations made thereunder do not provide for the issue of certificates of exemption from planning permission. A person may carry out exempted development without approaching the planning authority. If in doubt he should consult with the planning authority. Any question as to what in any particular case is or is not development or exempted development may be referred to me under section 5 of the 1963 Act for decision.
