asked the Minister for Local Government if he will make a statement on reports that civilisation is 250 mm deep, which is the depth of the topsoil; and that any action which impairs the long-term viability of the humus soil endangers the survival of the species which depend on it.

While I have not seen the specific reports referred to by the Deputy, I am aware of views on the subject, such as that indicated in the European Soil Charter, 1972. In so far as local authorities are concerned, they have the duty to consider the impact on the whole environment of their decisions and work programmes.
