asked the Minister for Posts and Telegraphs if he is aware of the poor quality of postage stamps on sale, many of which do not have an adhesive back which will stick to parcels or envelopes; and the action he proposes to take in the matter.

I do not consider it necessary to take any action in this matter as I am satisfied that the quality of the postage stamps on sale is satisfactory. I am advised that every sheet of postage stamps is examined for adhesive backing. Although the adhesive used in recent years is superior to gum arabic previously used, the fact that it is transparent and without taste or smell may lead people at times to overmoisten the stamp and so remove the gum. Used normally, the stamps readily adhere to parcels and envelopes.
