asked the Minister for Justice if he is aware of the dispute concerning ground rents in Cappoquin, County Waterford; if he will indicate when he intends to introduce legislation to deal fully with the problems arising there; and if he will make a statement on the matter.

I am aware of this dispute. The matter is being investigated by the Landlord and Tenant Commission, and I expect that the commission will in due course make their findings known to me together with their recommendations for any appropriate changes in the law. Until then I can make no further statement on the matter.

These people have been to see me and I am sure they have been to see the Minister. Can he say when this report will be finalised? It has been going on for a long time.

The Landlord and Tenant Commission have made interim reports. It has been going on for a long time. I cannot say when an independent commission is likely to bring in a report on a particular matter but this commission has not been slow in the past in bringing in reports. The delay has been in implementing the reports in the form of legislation.
