asked the Minister for Local Government the amount of each capital allocation to local authorities in the year 1973-74 and the transitional financial period 1974; and the date each local authority was informed of such allocations.

8.

asked the Minister for Local Government the date on which each local authority was allocated capital for loans and grants and the amount allocated in 1973; and the dates and amounts allocated for 1974.

With the permission of the Ceann Comhairle, I propose to take Questions Nos. 7 and 8 together and, as the reply includes tabular statements, to circulate it with the Official Report.

Following is the reply. The details of capital allocations and dates of notification to local authorities are as follows:—

NOTES:

(a) Local authorities were advised on this date that they may process individual applications on the assumption that the allocation for these services in 1974-75 would, if required, be of the same general order as the 1973-74 allocation; they have not been formally notified on final allocations for the nine-month period based on the total provision of £29.85 million.

(b) These dates refer to the initial capital allocation for sanitary services. Additional allocations to individual local authorities are made as appropriate during the year.

(c) Advance allocations are not made to individual local authorities.

The position in relation to road and amenity grants and local improvement schemes which are not classed as capital services (apart from a small element in respect of road and bridges and amenities included under Environmental and Other Services above) is as follows:—

Can the Minister say whether the amounts given in the reply which he has circulated are equal in all cases to the amounts given in the Minister's Estimate speech last week?

No. They include the additional allocation which was given since the Estimate speech was delivered.

Can the Minister state whether a Supplementary Estimate will be introduced to authorise the increased amounts which the Minister has now mentioned?

It is not now intended to do so. It may be necessary at a later stage but at the present time it is not intended to do so.

If the amount is to be found from savings can the Minister indicate specifically where these savings are to be achieved?

If Deputy Molloy puts down that question I will answer it.

It was the Minister who issued this statement last week. In view of the unsatisfactory nature of the Minister's reply, I request your permission to raise this matter on the Adjournment tonight.

I will communicate with the Deputy.

In view of the fact that Deputy Molloy said the money would not be taken up anyway I do not know what he is worrying about.
