asked the Minister for Industry and Commerce if he will give an assurance that the energy crisis will not lead to a cut back in policies relating to conservation of the environment through the construction of further oil refineries and so forth.

As the Deputy is aware the Minister for Local Government has primary responsibilities for policies relating to the conservation of the environment.

However, as the Minister responsible for industrial development I have, as I stated in a reply to the Deputy on 14th March, 1974, arranged to have a study carried out on the siting of oil refineries and related industries. The terms of reference for the study include consideration of the impact oil refineries would have on the environment.
