asked the Minister for Social Welfare if he will arrange to have unemployment assistance at the full rate and arrears paid to a person (name supplied) in County Cork.

When the person named made a claim for unemployment benefit in June, 1973, she was advised to apply for a qualification certificate which would enable her to apply for unemployment assistance on exhaustion of her title to unemployment benefit. She did not make the application as advised. She exhausted her unemployment benefit on 19th July, 1974, but did not apply for a qualification certificate until 26th September, 1974.

A certificate was issued on 10th October, 1974, with effect from 26th September, 1974, her means being assessed at 5p a week. She did not appeal against this assessment and has been paid unemployment assistance at the appropriate rate of £6 a week from 26th September, 1974. No arrears are due.

asked the Minister for Social Welfare if he will arrange to have unemployment assistance paid to a person in County Cork (name supplied).

The person named made a claim for unemployment benefit on 1st October, 1974, but the claim was disallowed as he did not satisfy the contribution condition which requires that 26 employment contributions should have been paid or credited in respect of him in the year 1973. When making the claim to unemployment benefit this person was advised to apply for a qualification certificate to enable unemployment assistance to be paid to him. The necessary qualification certificate was issued on 14th November, 1974, and unemployment assistance in respect of the period 1st October, 1974, to 23rd November, 1974, for which he proved unemployment, has been paid to him at Tralee employment exchange in which office area he now resides.
