asked the Minister for Local Government why Offaly County Council had no money to pay SDA loans on 6th December, 1974.

The original capital allocation for house purchase loans and supplementary grants to Offaly County Council for the nine-month period to 31st December, 1974, was £250,000.

When I became aware that this amount would prove inadequate for their needs, I arranged for the issue from the Local Loans Fund of an extra £60,000 on 18th November and a further £86,000 on 9th December.

I understand that, while the council normally make loan payments on a Friday, they did not do so on Friday, December 6th, as they were awaiting receipt of the £86,000 instalment.
