asked the Minister for Posts and Telegraphs if he will introduce a special cheap stamp for use on Christmas cards only.

The answer is no.

The rate of postage applicable to Christmas cards in unsealed envelopes for delivery in Ireland and Britain is the printed paper basic postage rate of 5p. This is, in effect, a reduced rate which is applicable to all classes of printed matter.

A reduced postage rate for Christmas cards in the foreign post could not be conceded because the Universal Postal Union Convention does not provide for a special postage rate for greeting cards other than that applicable to printed paper in general.
