asked the Minister for Foreign Affairs if Greece may become a full member of the EEC as distinct from the situation of Portugal and Spain.

An association agreement between the original Community and Greece was signed on 9th July, 1961. The express aim of the association is to help Greece economically so that it can eventually become a full member of the Community. There is no such provision in the Community's free trade area agreement with Portugal or trade agreement with Spain.

Ireland, in common with the other new member States, is bound by the Treaty of Accession to accede to the association agreement with Greece. A protocol is being prepared for this purpose.

In view of the fact that general elections will be held shortly in Portugal, will she be considered eligible for membership to the EEC once this democratic process has been established?

There are requirements of eligibility other than the democratic system. There must also be the ability and the will to accept the Community system and Community rules. It is my understanding that Portugal does not seek membership of the Community at this time.

With your permission, a Cheann Comhairle, may I give notice that I wish to raise on the Adjournment tonight the matter of the consequences of the hunger strike which is taking place at the moment?

I will communicate with the Deputy.

There is a danger that in a day or two it might be too late to raise the matter at all.
