asked the Minister for Finance if he will allow duty-free facilities to be introduced on all routes between this country and England, Scotland and Wales with a view to encouraging the tourist trade.

Mr. Kenny

The non-provision of duty-free facilities to passengers travelling between this country and Britain is by arrangement between the United Kingdom and Irish authorities. A change in these arrangements is not contemplated.

Can the Parliamentary Secretary say why this is the only case in Europe where there are no duty free facilities? It is contrary to EEC regulations. Why are Irish people treated as second class citizens at London Airport as regards duty free facilities?

That is a separate question.

I do not think they are treated as second class citizens.

They must go through a different lobby from everybody else.

We cannot have argument at Question Time. No. 94.

Why are there not duty free facilities? The Parliamentary Secretary says it is an arrangement between the two countries. Why do our Government agree to such an arrangement?

Mr. Kenny

Maybe our Government agree to it and the other Government do not agree to it.

It is an agreement between the two Governments.

Both the Parliamentary Secretary and the Deputy are using argument. Will the Parliamentary Secretary answer No. 94?

Will the Parliamentary Secretary ask the Minister to consider having this agreement withdrawn?

I will convey what the Deputy has said to the Minister.
