As the Deputy will know, the Heads of Government decided on 9th-10th December last that the regional fund would be put into operation by the institutions of the Community with effect from 1st January, 1975. Since then the council has been examining the draft implementing regulations which will govern the operation of the fund. These cover such matters as the areas to benefit, the type of project to be assisted, the level of fund aid to particular projects and the financial administration of the fund. Agreement was reached at the council on 10th-11th February on all but one of the outstanding points and I expect that all the implementing regulations will have been adopted early next month.
