asked the Minister for Social Welfare why free electricity has not been granted to a person (name supplied) in County Laois who is fully qualified for this facility.

One of the conditions for the free electricity allowance requires the applicant to be living alone or only with persons of excepted categories such as dependants, other pensioners or incapacitated persons.

The application from the person concerned was rejected in September, 1974 because this condition was not satisfied.

According to the application received, his daughter was residing in the household and she was not a person within the excepted categories. Recent investigation shows that this continues to be the position.

Has the Parliamentary Secretary not information in his Department which indicates that this man's daughter is now living away from the house and is staying at the residence of her employer? This means that there is nobody other than the man's wife living at his house. Can the Parliamentary Secretary say how recent is the reinvestigated report to which he refers?

There is a letter from the Deputy to the effect of what he has said but the social welfare officer visited the applicant on February 20th and was informed by him that his daughter was still residing with him. He confirmed also that neither he nor his wife is incapacitated.
