asked the Minister for Local Government if he will instruct and empower the local authority to introduce emergency measures concerning unauthorised parking, wandering horses and so on, so that normality may be restored to the West Finglas area, Dublin.

This is not a matter in which I have powers of instruction. It is for the authorities concerned to control the situation, using the powers already available. In the case of the local authority these include powers under sanitary services legislation. I understand that the corporation have taken various steps to remedy the position and that additional measures are envisaged.

Part of the answer to this problem must be in accelerating the programme for itinerant settlement for families wishing to settle. I understand that this aspect of the matter is now being considered jointly by the Dublin city and county authorities.
