Vol. 278 No. 10

Ceisteanna—Questions. Oral Answers. - EEC Regional Fund.

22.

asked the Minister for Finance the schemes prepared for submission under the Regional Fund of the EEC.

The Council of Foreign Ministers of the European Communities reached agreement yesterday on the detailed proposals necessary to implement the decision of the heads of Government last December to put the European Regional Development Fund into operation with effect from 1st January, 1975. The only step now remaining in the process of giving effect to the decision of the heads of Government is consideration of the proposals by the European Parliament.

The detailed criteria for the operation of the fund which have now emerged are being examined with a view to identifying projects for early submission for assistance from the European Regional Development Fund.

When does the Minister expect to have those schemes financed?

I would not be in a position to say precisely when. The Deputy will appreciate that the final details were only agreed on yesterday in Brussels and the European Parliament has yet to make a pronouncement on the matter. It is expected they will do so within the next week or fortnight and we should shortly afterwards have the list of appropriate projects.

Is the Minister satisfied that he has sufficient projects submitted to him to avail of the fund this year?

Most certainly. It will be a question of leaving some in abeyance while others are proceeded with.

Is drainage included?

Drainage is one of the matters which would fall for consideration. It is not entirely a matter of Irish selection; the institutions of the Community will also be involved in the final selection.

Do I take it that the projects submitted will be classified by powers outside this country?

No. The projects which will be selected will be those which will have the best chance of success.

Success economically or socially?

Success in getting the money.
