asked the Minister for Social Welfare if he will extend the time for the use of free travel passes to 9 a.m. as many old people have to attend outdoor hospital clinics in the morning.

When the free travel scheme was devised it was found necessary to prohibit free travel during peak periods in city bus services and it is impracticable to make exceptions to the general arrangement to enable persons to travel free for a particular purpose during peak periods. The Minister for Health took up the matter of attendance at hospital clinics sometime ago with the Dublin hospitals and he was informed by the hospital authorities that every effort would be made to facilitate old persons in relation to times of attendance at hospitals if the hospitals were made aware of the position when appointments were being made.
