asked the Minister for Finance if he has any plans to open the grounds of the Royal Hospital, Kilmainham, Dublin to the public for general use.

Mr. Kenny

It would not be practicable to make these grounds available for public recreational purposes at present.

It is hoped to start the second stage of the restoration of the Royal Hospital building next year.

The replanting and layout of the grounds will be undertaken as part of that work. When the scheme has been completed the public may have access to the grounds.

When the Parliamentary Secretary says the public "may" have access to these grounds, does he mean the public will, because this is a highly congested area which is lacking in amenities. I would strongly urge the Parliamentary Secretary to make it available positively rather than "may".

Mr. Kenny

A lot of changes may take place between now and the time this layout is completed. When it comes near completion we shall consider favourably whether the public will have access to it or not. I understand the predicament of the people very well. They want recreational facilities even outside the Phoenix Park, because the Phoenix Park, big and all as it is, does not meet the needs of all the community in Dublin or in that area. Therefore, if it can possibly be done we shall arrange to have access permitted to the grounds of the Royal Hospital.

There is a very active community council in that area now. Would the Parliamentary Secretary be prepared to meet a deputation from that council when the works are completed, with a view to having a discussion on the use of these grounds for recreational purposes?

Mr. Kenny

If it is for the benefit of the community I shall always be prepared to meet whatever council is in charge of local affairs there.

(Dublin Central): Could the Parliamentary Secretary give an indication of the amount of open space attached to the Royal Hospital?

Mr. Kenny

Yes. The greater portion of the ground around it is roughly 20 acres, and this is let in grazing and allotments to the public.

(Dublin Central): Would the Parliamentary Secretary agree that an amenity such as this in a densely populated area would be a wonderful asset to the community?

Mr. Kenny

I understand that perfectly.
