asked the Minister for Justice if he is aware of the exorbitant rents being charged to flat dwellers in Dublin county; and if he will make a statement concerning the steps he proposes to take in the matter.

(Cavan): The level of rents being charged for flats, whether in Dublin county or elsewhere, is a subject that cannot realistically be considered apart from the availability of housing accommodation generally. I have been in consultation with my colleague, the Minister for Local Government, about the matter and the whole subject of the availability, suitability and cost of private rented accommodation is at present being reviewed.

Does the Minister intend to introduce legislation to deal with the matter?

(Cavan): I cannot give an undertaking about that but, as I pointed out in my reply, the whole subject of the availability, suitability and the rents charged is being considered. If it is thought desirable to remedy the position legislation will be introduced.

If I give a specific case to the Minister will be have it investigated?

(Cavan): If the Deputy has a specific case in mind and if he sends it to the Department it might prove very useful to the Department.

Is the Minister aware that since the Rents Restriction Bill was introduced in 1961 the demand for flats has increased so much that it has led to increased costs? Would he consider updating the legislation in view of the changing circumstances?

(Cavan): I am aware that the numbers of flats are much more numerous now than when the Rent Restrictions Act, 1960, or even the 1967 Act was passed. In view of that fact the subject is being reviewed at present.

Will the Minister state if it is intended to publish a White Paper on the matter or will it be a case of introducing legislation.

(Cavan): There is no proposal at the moment to publish a White Paper.
